Two legal pathways exist in Florida: (1) If your car is 10+ model years old (2016 or older in 2026) and valued under $1,000 for dismantling, Florida Statute 319.30(2)(b) allows the registered owner to sign a Derelict Motor Vehicle Certificate (Form HSMV 82101) with valid government ID and thumbprint. (2) For newer vehicles where the loan is paid off, titles are stored as Electronic Titles (ELT)—no paper is needed until printed at an Auto Tag Agency for $10 via Form HSMV 82040.
